This is down to personal preference and also equipment. If you have electric winches available and a good bosuns chair along with a competant winch operator, then it's realistic to say that you don't really need the steps all the way up the mast.
Steps are useful at the lower levels to reach the sail stack.
We have oftern seen 3 steps mounted at the mast head as an option also. one slightly lower and then two level at a height where you can stand and work on top of the mast.
